Emergence: It was founded on November 1992 in Villa de Leyva - Colombia, with the participation of NGOs that are counterpart of NOVIB. Since 1995 the Platform has been expanded and other NGOs and base social organizations have been adhered, first from South America and after 2000 from Central America and the Caribbean.

Description: The PIDHDD is a political actor, formed by National Chapters which articulate social organizations and institutions of the civil society, promoting the full validity and implementation of human rights; it works in the construction of societies in which economy, cultural and policy are at the service of human dignity, equity, respect for diversity and the environment, and for a basic integration in democracy, inclusion and social justice. (Strategic Plan 2008-2013, adopted at an assembly, August 2008). All its members have the common desire of defending human rights and the commitment to undertake joint tasks.

Its objectives express the will of: Promoting new development styles based in democracy and ethics of human rights; to contribute in the development of a culture of rights and peace with justice in the society, and a wide social consensus around integrality of human rights, democracy and development; to support citizen construction processes, developing strategies of social monitoring and demandability, with the purpose that States will meet their commitments and obligations regarding human rights in general, and of the economic, social and cultural right, the right to social development and the right to a healthy and protected environment.

Different organizations of the civil society promoting development, human rights movements, gender-related organizations, unions and other forms of social representation forming part of the Platform are integrated in National Chapters, which have autonomy to define their own organic structure and its functioning. At present there are national chapter created and functioning in sixteen countries from the American continent: Argentina, Bolivia, Brazil, Chile, Colombia, Dominican Republic, Ecuador, El Salvador, Haiti, Guatemala, México, Nicaragua, Paraguay, Peru, Uruguay and Venezuela.

Objectives:
General Objective:
- To promote the creation of including societies, paying respect to diversity and human rights as well as to regional integration, based in democracy, non-discrimination, social justice and the predominance of human rights, through the commitment and articulation of National Chapters to act together with social sectors, movements and organizations..

Specific Objectives:
- To create a vision and to contribute to the generation of proposals shared on “another integration”, specially with social subjects interacting with the Platform, to exert influence on the integration process at present from the national and regional environment.
- To foster, support and design experiences uniting social sectors and movements around the creation of societies where economy, culture and politics are placed at the service of human dignity, cultural diversity, equity and respect to the environment.
- To improve the incidence for the validity of human rights, not only on the results but also on the causes of its violation and its no-implementation.
- To consolidate participatory, general and permanent dynamics, for debate, decision making and generation and implementation of proposals with a political incidence, especially increasing institutional capacity and improving its functioning regarding efficiency and efficacy.
- To deepen and/or consolidate, at the organic level, the interaction with social movements, sectors and organizations.

Results:
- Production of conceptual, methodological and instrumental documents on human rights, democracy and development: inventory of what has been produced by PIDHDD and its spreading through the e-mail. Creation of the “Committees of thought”, a network through electronic mail, a series of 10 documents with the conceptual production of PIDHDD.

- Campaigns and actions for research, education, diffusion, mobilization and incidence. Promotion of successful cases on the demand for the fulfillment of economic, social and cultural rights:

  • Regional Report on Economic, Social and Cultural Rights.
  • Regional Report on Social Security.
  • Guide to demand ESCR.
  • Democractic Labour Reform.
  • Andean Tribunal against the Foreign Debt.
  • Rights of the Peoples.
  • Right to health.
  • Rights of migrants.
  • Trade, Integration and Human Rights.
  • Second Stage of the Campaign "The fate of Colombia matters us ".
  • Second Latin American and Caribbean Meeting for the Promotion of economic, cultural and social rights.
  • Promotion of International Instruments:
    - Facultative Protocol of PIDESC.
    - Ratification of the San Salvador Pact.
    - Coalition of NGOs for the strengthening of the Inter-American System of
    - Human Rights of the OAS.
    - Campaign for the ratification of the Convention 169 of ILO.



- Latin American course: deepening the integral approach of human rights and the demands for economic, social and cultural rights.

- Promotion of a culture of rights:

  • Commission of communicators in each country.
  • Two campaigns of high impact: one on the culture of rights, the first year; another on a culture of peace, on the next years.
  • Inputs and permanent and sustained materials toward the communication media.
  • Calendar of important dates.



- Institutional strengthening: Networks that have worked with PIDHDD are the Continental Social Alliance, the Coaliton of NGOs at the OAS, the Latin American and Caribbean Coalition, Jubilee 2000 and Social Watch, inter alia.

NOTE: Former ’Structure:
- The higher level is the Assembly that gathers every two years representative of the National Chapters.
- The Assembly elects a Regional Coordinating Committee formed by representatives of the National Chapters and of the CEAAL.
- The Regional Coordination and the Regional Technical Secretariat is renovated every two years. From 1996 to 1998 was in Chile; from 1998 to 2000, in Peru; and from 2000 to 2002, is in Bolivia.
- There are national chapters already created in Bolivia, Brazil, Colombia, Chile, Cuba, Ecuador and Peru, with the participation of NGOs that promote development, human rights movements, women organizations, trade unions and other from the civil society. Likewise there are national chapters that are in the process of creation in México, Guatemala, Venezuela, Argentina and Paraguay.

- It promotes the creation of alliances among networks such as the GSR (Regional Follow-up Group) formed by the Center for Economic and Social Rights (CDES), (ORIT) the Inter-American Regional Organization of Workers, (ALOP) Latin American Association of Promotion Organizations, (CLADEM), Latin America and Caribbean Committee for the Defense of the Rights of Women, ( FIDH) International Federation of Human Rights.
