Confronted with the assassination of the farmer leader Lorenzo Areco, which took place last Wednesday August 14 at the locality of Yby Yaú (Department of Concepción), the Coordinator for Human Rights from Paraguay (CODEHUPY by its acronym in Spanish), formed by 34 civil society organizations working in different areas of human rights, and forming the Paraguayan Chapter of the Inter American Platform on Human Rights, Democracy and Development (PIDHDD, by its acronym in Spanish), expresses the following:

We convey our condolences to the family of Lorenzo Areco, as well as to the community and to the Regional Farmer Organization of Concepcion (OCRC, according to its acronym in Spanish). Lorenzo Areco was part of said organization and he was the Secretary of the Landless and for Agrarian Reform of it.

We deeply reject this event and we demand from the State to, through its proper bodies, undertake an effective investigation, attain the full clarification of this event and implement the sanctions to those either material or intellectually responsible.

Lorenzo Areco is the third farmer leader assassinated in the last twelve months in the department of Concepcion and with this act there are more than 120 cases of abritrary executions and forced disappearances of leaders and activists of peasant organizations in the context of the struggle for land in Paraguay.

The successive attempts against the life of farmer leaders constitute a clear example to hinder the continuity of the mobilization and of the actions by the farmer and social movement in order to attain a real agrarian reform in the country. Said reform, aside of contemplating the access to land, should also include the generation by the State of better living conditions for the peasant population, deeply affected by poverty, by forced migration to the cities and by the lack of priority of the peasant family agriculture within the environment of public policies.

It is fundamental to bear in mind the context of high inequalities in the distribution of the land still existing in our country, where according to official data 2.6% of owners have around 85% of the lands, and where the amount of land obtained through illegal ways reaches the figure of around 8 million hectares. It is within this context that the farmer sector is being mobilized demanding the recovery of illegally obtained lands that should be allocated to the agrarian reform, and whose recovery will contribute to a step forward in a more equitable and fair distribution of the land in our country.

Finally, we are demanding from the State the adoption of urgent measures to protect the life of peasant leaders and that of the rest of human rights defenders. And precisely in this moment when new official are taking office of the State administration, we are demanding that the latter shall include among its priorities the recovery of the illegally obtained lands as well as the implementation of a real agrarian reform.
